Policy Digests offer an overview of recent digital policy developments in Digital Policy Lab (DPL) member countries, including regulatory and non-regulatory initiatives aiming to combat online harms such as disinformation, hate speech, extremist or terrorist content.
The German Bundestag passed a motion concerning freedom of expression on social media platforms. Ireland’s media commission Coimisiún na Meán published its finalised Online Safety Code. South Korea passed a bill to criminalise the possession, production, or distribution of intimate AI-generated images. The Biden-Harris administration released the first-ever National Security Memorandum on Artificial Intelligence. The Irish Data Protection Commission fined LinkedIn €310 million for failing to comply with the General Data Protection Regulation. The European Commission launched a public consultation on their draft Delegated Act on data access under the Digital Services Act (DSA). The European Council issued a declaration to establish strategies to address antisemitism across the EU. France’s ARCOM established a technical standard for age verification systems used by online services distributing pornographic material. The Dutch government released guidelines on responsible AI development under the EU AI Act. The UK government introduced the Data (Use and Access) Bill to the House of Lords with the aim to reform data protection laws. The U.S. Senate Select Committee on Intelligence held a hearing on foreign threats to elections and committee members questioned representatives from Alphabet, Meta and Microsoft. The Kids Online Safety Act passed out of the U.S. House Committee on Energy and Commerce.
